Characters who have a tendency to follow and/or watch others for various reasons. In the case of Pure Good heroes, this is often either out of curiosity, or to discreetly watch out for and/or protect those that they care about. If they're doing this with villains/enemies, it is often to keep tabs on what they are doing so that they know if they are up to anything shady or sinister, or because they have been appointed to do so by someone else for similar reasons. While some Pure Good heroes can do it with characters they are attracted to, like Hinata Hyuga and WALL-E, it is not obsessive to the point that it results in unhealthy, let alone corrupting behavior. These guys are the counter-versions of Pure Evil Stalkers who stalk people for malicious or perverted reasons.
