Pure Goods who are generally weak in physical strength and/or are easy to be beaten up by bad guys in fights or even other heroes. They are the opposites of Brutes based on their strength. Perhaps Weaklings actually have some heroic goals, while Incompetents are more prone to messing up plans of their own. However the two of this types of heroes could actually overlap if they are weak both adeptly and in a way that's psychical.
